Not necessarily. With 12 yrs experience as an early childhood education consultant traveling across the country I found most children, especially toddlers and pre-school children don't even know what racism is. This child likely really thought you just had a dirty face, no insult intended. However, the parent(s) should have told him that you didn't have a dirty face, that black was the color of your skin. That he shouldn't say things like that because hurting someone's feelings isn't nice.
